根據 NHK 的調查，日本目前管樂人口約占總人口的百分之一。

雖然日本目前已有「全日本吹奏樂連盟」、「 JBA 日本吹奏樂指導者協會」、「日本管打．吹奏樂會議」等眾多組織，集結全國各地各級學校充滿熱情的管樂教師，也極積主辦各類型的比賽或是發行各式的管樂錄音，如： Brain Music 發行的「 響宴」系列錄音（收錄國人創作為主），但仍無法吸引一般大眾的參與。於是於 2005 年成立日本管樂合奏指導者會議 ( Japan Wind Ensemble Conductors Conference, JWECC ) ，以美國 College Band Directors National Association ( CBDNA ) 的模式運作，在每年三月舉辦為期兩天的研討會以及管樂新作發表會，藉著發掘世界各地過去優秀但少為人知的管樂佳作、改編作品、或新的委託創作，並透過開放全國高中生免費旁聽，希望達到推廣管樂音樂的目的，並提升學員的相關知識及演奏技術。
